The difference between appraisals and assessments

Many people think appraisals and assessments are the same thing or at least that they should be for the same amount. The truth is they can vary greatly. Let’s look at each of them.


Appraisals


An appraisal is an estimate of market value. An appraiser can use many methods for coming up with this estimate. For income producing property, the appraiser may capitalize the value of the income stream. (It would take “x” dollars of capital invested at a “y” rate of return to produce an income equal to the rental income generated by this property.) For other properties, an appraiser may use “replacement value.” (It would cost “x” dollars to build this structure if it were being built today.)


Appraisers usually use “comparable sales” when evaluating the market value of a home. They look at nearby properties with similar characteristics, which have sold in the recent past to see at what price they sold. They typically give the most weight to the property they deem to be most like the property they are appraising.


Buyers and sellers generally encounter appraisals when the buyer’s lender has an appraiser make an evaluation of the market value of the property being sold. The lender wants to be sure of the value of the collateral for the loan. An interesting feature that comes into play in this situation is that one indication of value is at what price two unrelated parties will agree to buy and sell the same property. In other words, what is the contract price the seller and buyer of this property agreed on (if they are not relatives).


Assessments


An assessment is the value your local government puts on your property for the purpose of taxing it. How this value is derived varies from jurisdiction to jurisdiction. Some communities say the value is the same as market value. Some say the value is a percentage of market value. Some appear to actually do what they say they do, and some do not.


I was once a partner in an investment property that we were offering for sale at the time the county re-assessed it. Imagine my annoyance when the assessment came in at one hundred and forty percent of the offer price. We weren’t dummies. The partners were real estate professionals. I appealed the re-assessment, but my appeal was turned down. I offered to sell the property at the assessed price to the appraiser the county had hired to handle the appeals when he was telling me why he could not reduce our assessment. He did not take me up on my offer. Our property sold at the listed price months later. We had paid six months’ taxes on the property at a higher than market value.


On another occasion I helped some elderly people sell a farm they’d lived in all their adult lives. The farm sold for a price a great deal higher than the value at which it had been assessed.


I believe the two examples are fairly typical. Many jurisdictions will “puff up” assessments for businesses and investors and “low ball” assessments for people who have lived in their homes for a long time. Sometimes there are formulas for doing this. “Land use” is one such concept, i. e., the property is taxed at its value as a farm and the fact that it is ripe for dense residential and commercial development is ignored or deferred. Sometimes there are no formulas. It is just done.


For these reasons, it is usually not a good idea to put too much credence in the assessed value of a property when you are trying to figure out market value. They may be the same. They may be vastly different.

Hello from ottawa the tulip extravaganza at the casino de lac leamy

After my historic train travel experience on the Hull-Chelsea-Wakefield Steam Train I decided to explore the surrounding neighbourhood. The Casino du Lac Leamy, located in Gatineau on the other side of the Ottawa River, is less than five minutes away from the train station and is one of the official locations for Ottawa’s famous Tulip Festival and this year, it is the main location for the World Flower Summit that is being held in Ottawa.


The Casino de Lac Leamy is right next to the five-star Hilton Lac-Leamy Hotel, which offers an urban resort experience 10 minutes from downtown Ottawa on the Quebec side of the Ottawa River. The hotel itself features 349 rooms, indoor and outdoor swimming pools, a luxurious spa with 17 treatment rooms, a fitness centre and a game room, a variety of meeting rooms as well as a restaurant with an outdoor patio. A conference centre, 24-hour room service, a cigar lounge and a number of boutiques round out the services at the Hilton Lac-Leamy Hotel. The city of Gatineau is the center of Quebec’s Outaouais travel region and offers quick access to a variety of urban and nature experiences in the immediate vicinity.


The Casino du Lac-Leamy is a regular official component of various Ottawa festivities, and this year again it is an official location of Ottawa’s Tulip Festival. Even more special is that this year Ottawa is hosting the 23rd World Flower Summit. This international event is organized by the World Flower Council, an organization dedicated since 1983 to furthering the cause of world peace through the beauty of flowers and the sharing of knowledge among those who have chosen the floral industry as their profession.


Juzaburo Sekiye, the founder of this organization and a citizen of Japan, had a dream of furthering the cause of world peace through sharing a love and knowledge of flowers..."making a flower the symbol of peace and culture without regard to country boundaries." His dream became reality in 1983 with the first summit meeting of the Pan Pacific Flower Culture Conference in Gifu, Japan. The conference was later renamed The World Flower Council, and has since enjoyed continuous growth. Since 1983, WFC meetings have been held in Australia, Canada, Hong Kong, Italy, Japan, Korea, Malaysia, the Netherlands, Russia, South Africa, Spain, Thailand, the United States, the Philippines, Latvia, and Indonesia.


As you know, Travel and Transitions dedicates itself to building bridges between people from different places and to fostering greater cross-cultural understanding and tolerance. So the notion of building peace through a joint love of flowers is intriguing to me and I was happy to see that this year Ottawa was chosen as the location for the international conference of the World Flower Council.


The programming form May 18 to May 22 features exhibitions, demonstrations and workshops with 300 delegates from over 30 countries. The World Flower Summit encompasses a variety of ceremonies and presentations by flower designers from different countries. A variety of flower conception workshops advance the craft of floral design and at the Casino du Lac Leamy flowers are the key attraction during the Tulip Festival.


A Tulip Tour of the World includes 100,000 tulips in 16 exotic varieties, named after destinations in 11 countries. The gardens at the Casino du Lac-Leamy are the second largest of the Festival’s tulip gardens, after Dows Lake. A schedule of flower related events called the Tulip Explosion ( May 4 to 22, 2006) is sure to entertain every flower enthusiast.


The festival offers flower and design shows, with scores of activities including live paintings, exhibitions, competitions, and a dazzling assortment of floral creations by master and student florists. This weekend the Tulip Explosion culminates with the XXIII Annual World Flower Council Summit (May 18 to 22).


In addition to the dazzling outdoor display of tulips, the Casino also features giant tulips with a height of about 7 meters indoors. Throughout the entire month of May the Casino du Lac-Leamy has been turned into a center for floral displays. In addition, special dress designs are being featured in the walkways between the Casino and the Hilton Hotel.


I took my time to explore the floral beauties outside the Casino and as well as the decorative displays inside the Casino and the interconnecting walkways to the hotel which featured a variety of beautiful exhibits created by talented designers. The Casino du Lac-Leamy offered a great opportunity for a hobby photographer like me to try to capture the beauty of the world of flowers.


Wells fargo 401k plans robbed -- thousands missing

According to a Minnesota TV station, a Wells Fargo 401(k) plan operations manager has been accused of robbing 401k plan accounts.


The 401k Operations Manager, who oversaw the 401k daily fund operations, allegedly disbursed money from dormant 401k accounts to fictitious names he created. He then had the checks sent to his own office and deposited the funds into his own account,


HOW THE 401K ACCOUNTS WERE ROBBED


Point-by-point, this retirement operations manager eluded what should have been Well’s Fargo’s own financial and procedural controls. He:


• Requested name changes on dormant 401k accounts,


• Provided false Social Security numbers for the fake names, then


• Requested the disbursements from the accounts, and finally


• Reset the account information back to the original owners.


Where were the procedural controls? At each step in this alleged theft, there should have been procedural controls to prevent someone from taking these actions without either an independent review and / or supervisory authorization.


A lack of independent review or supervisory oversight was only half the problem. The other half was bundling the record keeping and the assets under the same organization.


When a 401k plan’s administration and assets are at the same organization, the risk of insiders bypassing their own procedural controls is always present.


“Five Actions You Must Take Now to Protect Your Plan’s Assets.”


You put your 401k funds into the hands of those who seem trust worthy. Whether it is greed or some other need that results in the abandonment of their obligations and responsibilities to you, you need to protect yourself and your plan’s assets.


Here is what you need to do now--


First:


Check with your plan administrator or record keeper to determine whether they are also holding your assets. You may find that your record keeping is being done by one subsidiary and your assets are being held by another subsidiary or division of the same company.


Second:


Request a “SAS -70” or “SysTrust” audit of the system, procedural and financial controls on your 401k assets.


A SAS 70 audit is designed to provide information and assurance to clients and their auditors regarding the organization’s procedural and financial controls. The auditor renders an opinion on whether the controls were suitably designed, placed in operation, and operating effectively. The SAS 70 auditor’s report includes the independent auditor's opinion, a description of the service organization's controls, and the results of the service auditor's procedures.


A SysTrust audit is designed to increase the comfort of management, customers, and business partners with systems that support a business or particular activity. In a SysTrust audit, the auditor evaluates and tests whether or not a specific system is reliable when measured against three essential principles: availability, security, and integrity.


Third:


Require that all Plan information changes be authorized by a Plan Representative or Trustee.


Have a standardized form that can be completed by the 401k record keeper. The data changes must then be approved by a plan representative. Often you will find that the plan representative is the one supplying both the data and the approval. Be sure to get a quarterly report of all information changes and the reasons for the changes.


Fourth:


Require that all plan participant disbursements be first approved and authorized by a plan representative.


All plans have standard distribution forms that need to be completed and approved prior to a disbursement. Make sure that these forms are being completed. Have your record keeper complete a form even if it is for an automatic rollover participant, one of those whose balance is between $1,000 and $5,000 and is being moved to an IRA. Just like the information changes, an accounting of all disbursements from the plan should be provided to you on a quarterly basis.


Fifth:


Transfer your plan to an organization that can meet your financial and procedural control requirements.


In the review of your plan’s record keeper, you may find many of the necessary controls and procedures lacking or non existent. If your record keeper can not provide the types of procedures and controls that will let you sleep at night, then it is time for a change.


By implementing the five actions now you will have one less furrowed brow. If however, you can’t implement these actions now, you will be lying awake nights with one eye open for your plan’s assets.


Course correcting for growth

Expanding a company is a process requiring constant change. One key quality for a leader is the ability to get back on track when something has gone awry


Sure, competency, reliability, professionalism, a positive attitude, and respect for others are the qualities that will get you into the leadership game. But what do you do once you're a player?


If there's one thing I've learned about leadership, it's that leaders are always course-correcting. If staffers aren't following directives, good leaders gently guide them back on track. To get your staff to follow you, tell them where to go and then course-correct when they start to stray.


Course-correct your entire company, and most important yourself. You'll make mistakes, as will your team, your customers, and your board. And you'll fix those mistakes by honestly taking stock and changing the way you do things.


Expanding a company is a dynamic process. You must constantly shift your strategy or approach as new competitors emerge, markets materialize (or fail to), and opportunities abound.


There's only so much you can plan for, so if you expect to correct your course as you go, you'll be better able to make decisions with less info than you'd like, and to adapt when conditions change. Let's look at what happens when leaders do, and don't, correct their course.


The Hidden CEO


A chief executive officer I know named Jason talked his board into taking the company public before it was ready. The second quarter after the initial public offering, the company missed its earnings target. Wall Street was relentless—the stock was hammered down from $26 per share to $4.


What did Jason do? Did he get out on the road, visit customers, sell more product, fly around to the regional sales offices? Nope. He locked himself in his office and wrote ad copy. Would writing a killer ad save his company? I don't think so. Jason became invisible, and everyone knew he was hiding.


No course-correcting here—not by the CEO, not by the board. Two vice-presidents attempted course correction, and Jason promptly dismissed them. The situation went from bad to worse. Ultimately, six months too late, Jason was replaced. The company never recovered, and it was sold at a massive discount to a competitor.


A true leader would admit his mistake, rally the troops, reassure the customers, stare down that stock price, and turn it around. He would do this by handling customer and shareholder objections, pumping up the salespeople to keep them focused on closing deals, and buoying the staff to keep them motivated even though their stock was under water.


Patent Infringement Case


Then there's Ray, the vice-president for engineering at a company that weathered an intellectual property fiasco. Two key engineers had quit and decided to create a competitive product.


The engineers had, of course, signed employment contracts stating that whatever they developed was the company's property, yet they conveniently chose to forget this. Years later these two engineers—who had raised millions of dollars in financing—had the nerve to lob lawsuits at the company they'd left, claiming patent infringement.


The vice-president was initially freaked out—how could his former staff claim the product he'd paid for was theirs? They were better funded than his company was, and the thought of spending years and all his reserve cash mired in lawsuits left him frozen with fear.


He was worn out and considered throwing in the towel, angry as he was. Once he calmed down and took stock of the situation, he realized it was key to correct course. He rallied the troops and got them engaged in finding the solution.


He led his team through the crisis and quickly uncovered a series of "smoking gun" memos (in addition to the employment contracts) that supported his company's ownership of the product and patents. His CEO hired a killer intellectual property litigator and lobbed a countersuit at the two former employees.


Leaders Trust Their Instincts


That was the easy part. Now he had to help the vice-president for sales with the customers and sales prospects who feared having their now-entrenched products ripped out of their companies.


He quickly got buy-in across divisions. This meant that the CEO refused to let the lawsuits destroy his business, found some new sources of financing, and brought on additional advisers. The team was reinvigorated and ready to rock. Talk about course correction!


The vice-president for engineering started the corrective action—the vice-president for sales and the CEO furthered it! And only recently were the lawsuits settled in favor of the founding company, resulting in a hefty payment. The unethical engineers were ordered by the court to cease selling their stolen product.


Leaders trust their instincts. They know they'll make the best decisions they can at a given time, and they'll course-correct if things don't turn out as planned.


Encouraging a culture of course correction leads to the most effective way to deal with disasters and encourage risk taking and ownership. In that culture, staffers know that no one's head is going to roll if a mistake is made or a crisis occurs; instead all expect to simply hunker down and deal with it.


Owning the Outcome


Everyone is going to be accountable for his or her actions in a culture that isn't based on blame. Accountability is the first step in ownership. The second is having control and responsibility for projects. If it's yours, and you truly own the outcome, you'll knock yourself out to make it work. This is the only culture where you can truly develop people—as executives and as human beings—and it's the best way to foster entrepreneurship in an organization and keep it growing.

Vehicle extended warranty - protect your purchase

A couple weeks ago, on a Sunday morning, I was running late. My morning coffee didn’t wake me up like it should have, and I was dragging. As a result, I was going to be late for church, and as a teacher, that wasn’t going to be good!


I finally got my stuff together and ran outside to my car. It was raining. As I put the key in the ignition, I knew something wasn’t right. I turned the key…nothing. The car wouldn’t start. I hoped the problem was only with the battery, so I rolled the car onto the street, pulled my wife’s car out, and jumped the battery. It worked!


After church was over, I took my car to a garage, where I found out the problem was the battery, and I replaced it.


But what if the problem wasn’t the battery? What if it was some kind of engine failure? The car was only five years old, but there could be an engine problem at any time. Before I found out definitively what the problem was, the only thing that ran through my mind was dollar signs—what would this cost me if it was an engine problem?


It turns out I didn’t have to worried at all. When I bought the car, I could have bought a vehicle extended warranty that would have covered engine repairs (and some other things), but I was too cheap to do it. The fear of death is one of the oldest fears of the human race, stemming largely from the fact that nobody is entirely sure what's “on the other side.” On some instances, the fear of death becomes even worse when the person is suffering from a terminal illness and is inevitably aware that his time is almost up. This feeling, sometimes referred to as “death anxiety” is often accompanied by bouts of depression and experience a number of problems connected to their interpersonal relationships. This “death anxiety” can sometimes be a problem for the people around the dying, though some psychological side effects have also been observed.


For the most part, this problem is largely ignored in favor of either prolonging the patient's life, or making their last days as comfortable and painless as possible. For most medical professionals, the physical aspect of death is far simpler to deal with than the emotional and psychological facets of it. However, fairly recently, more and more people are starting to pay attention to the problems posed by “death anxiety” and the measures that could be taken to help reduce the emotional pain of those involved. What are healthy omega-3 fatty acids supplements from seal oil

Our bodies require a well-rounded diet, which includes essential fatty acids. However, our bodies can only manufacture 1 of the 3 essential fatty acids we need, which is Omega 9. Whether you are eating fish or taking fish oil supplements, fish has been known to contain numerous health benefits, especially fatty species that are rich sources of Omega 3 fatty acids. Proven benefits range from lowering triglycerides and blood pressure and the risk of heart disease, to the more subtle effects of reducing chronic inflammation. Fish oils provide a direct source of EPA and DHA. There are, however, some problems with fish oils:


·High in Omega 6


·Low levels of DPA


·Fish are susceptible to chemical pollutants and dioxins in the water


Seal Oil


Seal oil is one of the best and most direct sources of EPA, DHA and DPA, the third component of Omega 3. While DPA is present in some fish and fish oils, the levels are much lower than seal oil, about 1/5. Seal is oil has been determined to be the best source of Omega 3 for the following reasons:

Hair care routine which is a must for beautiful hair

1. Shampooing


• Brush or comb hair thoroughly to loosen dirt and dead skin cells from the head. Wet the hair well so that the underneath layers as well as the top are well saturated with water.


• Pour about 1 tsp of shampoo in a little water to get a diluted solution and massage this diluted shampoo gently into the roots with your fingertips, covering the whole of the head.


• With the flat surface of your hand work that shampoo into the bulk of the hair over the top layers.


• Rinse thoroughly with water until the shampoo has been completely washed off.


• Repeat the same procedure if necessary.


2. Conditioning


• Shampoo the hair as directed above as many times as desired and wash thoroughly.


• Pour approx. 2-2 1/2 tsps of conditioner in your hair all over.


• Leave on far about 5 minutes and rinse off thoroughly until the conditioner has been completely washed off.


3. Drying


Note that wet hair loses upto 20 percent of its elasticity and with it, much of its natural resilience. So treat it as gently as you possibly can after washing :


• Squeeze out excess water, wrap hair loosely in a clean towel, turban-fashion and press firmly against the head. Do not rub vigorously.


• Once the hair is no longer soaking wet, the best thing you can do is to leave it to dry naturally.


• When using a blow dryer, capitalize on the control, minimize on the damage : (a) do not start drying until the hair is three quarters dry ; (b) do not hold the dryer over one area of the head for too long ; (c) do not allow the scalp to become hot; (d) use a brush gently to persuade the hair into the style you want; and (e) do not continue to blow dry on to hair that is already dry.


4. Brushing and combing


Always brush hair when it is dry because brushing wet hair cause the ends to split.


• Tilt your head forward while brushing as this increases the blood supply to the head and stimulates the hair.


• Never use a sharp teethed brush or it may tear the hair apart.


• Fine hair needs a softer brush while thick long hair needs a bigger brush with stiff bristles.


• For combing wet hair, use a comb in which the teeth are widely spaced.


• The best way to comb out tangles hair (knots) is to start at the ends and work upwards gradually.

Swingtown will be on cbs this fall

Bell-bottoms pants, disco music, environmentalism, and VW vans are just a few of the retrospective memories and images elicited for the decade known as the 1970s. The family structure was changing, new morals and values were developing, and the evolution of socially acceptable sexual expression was undeniably evolving. The sexual revolution was in full swing, and partner-swapping was reaching a peak in suburban neighborhoods across the country.

Three decades later, creator and executive producer Mike Kelley examines the drama in the lives of suburban households practicing open marriages in a new pilot produced by the media giant CBS Paramount Network Television. She was a reality TV star, Playboy Playmate and former Guess model. Anna Nicole Smith, whose bizarre and colorful life came to a tragic end. She died on February 08, 2007. Diazepam is most commonly prescribed as an anti-anxiety drug or an anti-panic drug, and the effects include calmness, relaxation, and drowsiness. However, there can be adverse side effects which can range from extreme drowsiness, fatigue, and ataxia to loss of balance. Rarely, diazepam causes a paradoxical reaction with excitability, muscle spasm, lack of sleep, and rage. Confusion, depression, speech problems, and double vision are also rare side effects of diazepam. Lorazepam and Oxazepam are also used to treat anxiety disorders. Substance abuse, dependence and overdose are steadily increasing problems in the United States, most especially among celebrities who seem can't to handle the many stresses of their lives. Most physicians are aware of the more commonly abused prescription medications, such as benzodiazepines, and narcotics. The abuse on muscle relaxant pills is not as well recognized.

You can see from those examples that the message that is being sent to the brain is nowhere even close to being phrased in such a way that will deliver a solution. If you tell your brain that you are too old, too broke, too unattractive, to uneducated, etc., it will simply put it’s amazing ability to work in order to find you new ways to stay that way!


Let’s switch each one of those statements around and rephrase them as questions:


“How can I get the position that I want with that company?”


“How can I spend time with him/her?”


“How can I own that beautiful car?”


“How can I be involved in that project?”


“How can I find time to exercise?”


“How can I spend more time with my family?”


Things that you probably noticed about each of those questions:


1) They each started with “How can I…”


2) None of them mentioned the perceived limitation that you think is keeping you from having whatever it is that you want.


Now your brain is “on the job” so to speak, and it is actively looking for solutions to those issues, but it is not being slowed down by the self-limiting beliefs about what you think is possible.


All you have to do now is sit back and wait for that flash of inspiration or the epiphany that will be your brain handing you possible solutions. Sometimes this will happen very quickly, while other times it may take weeks or months. After all, each situation is different.


Asking your brain to find a way to change a light bulb without burning yourself is certainly an easier task that asking your brain how to take you from your minimum-wage job to the status of an independently wealthy person.


Here is the great part, though. It doesn’t matter how big or how small your issue is. By asking your brain the right questions over and over again, you will be given a solution eventually!
